About Wayne B. Shoumaker, Ph.D., Esq.
Wayne B. Shoumaker is a graduate of the University of California at Berkeley, with a Ph.D. in Quantitative Psychology. He double-majored in Industrial Engineering and Operations Research, with a complementary background in Statistics. He has a Masters degree in Experimental Psychology. He is an applied statistician, data scientist, expert programmer, and financial risk manager. He is also a California Bar-certified attorney who embraces its fiduciary and ethical responsibilities, and he is certified as a data privacy professional. He has copyright and trademark training, and he is preparing for the USPTO patent bar exam.
Dr. Shoumaker has worked within the healthcare, pharmaceutical, brokerage, and banking industries. He is familiar with a wide variety of traditional and machine learning model applications which pertain to commercial regulatory conduct and reporting, particularly with fraud. He is familiar with a cross-section of such applications that involves natural language processing (NLP). Dr. Shoumaker has managed teams engaged in enterprise risk management of financial models constructed with AI and machine learning methods, and he understands the regulatory oversight and policy-mandated management of such models. Electronics and GA aircraft interest him as a hobbyist, but he breaks out the popcorn when folks debate AI model risks.
California’s Rules of Professional Conduct (“ethical rules”) prohibit the operation of a business in partnership between attorneys and non-attorney domain experts, where legal services are provided. Dr. Shoumaker offers a one-stop shop for business model management, but new technologies are always around the corner. Even he doesn’t know everything; and he seeks and honors collaboration and referrals for situations that call for additional expertise related to the services he offers.
The ethical rules and also California’s Business and Professions (“B&P”) code Section 6068 prohibit the practice of law where potential conflicts of interest exist but have not been disclosed. Some potential conflicts of interest require assent from affected parties. In such a case, an existing relationship is given priority, even in cases where the existing relationship is not engaged as a client. This may apply narrowly or broadly. It depends on the existing and prospective relationships, and satisfaction of the ethical rules and the B&P code.
Finally, Dr. Shoumaker’s firm has supported a variety of animal welfare activities, including the Animal Legal Defense Fund (www.aldf.org), pilotsnpaws (www.pilotsnpaws.org), DogwoodAnimalRescue.org, Muttville.org, and the San Francisco SPCA. California needs to be more progressive with legislation and enforcement of kindness to animals.
